For one, so that you can change the location of your custom file.
The only good reason I can see for loading the custom file after the
init file is to give the user the possibility of renaming it (in
init.el, of course). But who cares.
*I* care. I've never bought the ~/.xemacs/ religion, and my Custom
file has been named `.xemacs-custom' for ages.
