context of the versions that we have in package CVS, so that we can
be very sure that they will work in vanilla user installations.

Quite definitely, in that order. 1 and 2 are automatically
accomplished by the current system. 3 and 4 are implemented as
possible, based on user requests and time contributions by package
maintainers and upstream and XEmacs developers.
Speaking for myself, but AFAIK this is a reasonable reflection of a
consensus of the XEmacs Review Board.
