Maybe you want `region-exists-p'? `region-active-p' interacts with
`zmacs-regions'.
Tried that. Unfortunatly same thing.
I'm afraid I must look into region-exists-p. Expect a bug there.

Maybe add it to the edit-utils package?
Sounds great. Maybe it should be told in the info about
the new package, still under development, which however
fixed a bug too...
