[PATCH] 21.5 - generic toolbar support for X11...

This patch is for XEmacs 21.5. I have checked in the generic toolbar code, and this patch makes X11 use it as well. I think this would be the ideal place to make changes to the toolbar code for automatically captioning items, etc. I'll leave that until after the GTK bugs are fixed and more code is shared between X11 and GTK though. :) Here is a screenshot of what the toolbar looks like - should be identical to the 'real' X11 toolbars, as only the direct x_foo_bar() calls have been replaced with calls to the generic redisplay methods. I will leave it up to someone else to actually commit this.
