That "'global" says you want that toolbar everywhere. You need to
specify buffers or frames where you want the toolbar only.
This is not convenient to do, unfortunately. VM has (or used to have,
I don't see it now, but I haven't reconfigured for all the Fenk/Uday
changes so it's probably still there, just not configured anymore) a
left-side toolbar. See the VM code for how to do this kind of thing.
Another possibility is the xpm editor (I forget what it's called, it's
in the packages somewhere), which also uses two toolbars simultaneously.
