And the interesting think is that Xemacs found them on restart!
This is caused by the "pkginfo" directory not being special-cased
in packages.el:packages-special-base-regexp. Because of this, any
existing "pkginfo" directory ends up being the package installation
directory (as opposed to the correct place).
The "package-delete" patch that I posted last night fixes this
(however, the patch is relative to B55, and not the latest version).
