shell-command and Non-ASCII characters in directory names

On 21.4.15, Mule, with -vanilla:

If (default-directory) contains any non-ASCII characters, M-! runs the
command with the cwd set to XEmacs' initial cwd.

Playing around with various coding-system variables doesn't seem to
affect anything.

Any ideas?
