mule build on cygwin xemacs 21.5.14

This is probably not a bug or absent feature, but absent or difficult to locate instructions. I am attempting to build mule with xemacs 21.5.14 under cygwin. I have mule packages mule-2.3.19.34 and mule-base-1.43. I extracted mule-base into the xemacs build directory and mule-2.3.19.34 as a subdir under the xemacs build directory. Did ./config --with-mule . Everything looked OK reporting from config. It built OK, except without mule. Could some kind soul point me to instructions or tell me how I must place mule files so that xemacs builds with them? --Or does mule not build under cygwin/win-nt?
