Probably XEmacs just looks at the LC_CTYPE and decides your language
environment is German. If the mule-packages/locale package is
installed, translation support (for the menubar only! :-( ) is
autoloaded and used according to the language environment.
I would guess this should follow LC_MESSAGES rather than LC_CTYPE,
Our locale handling isn’t as fine-grained as the POSIX model. Calling
(current-locale) returns what the C call
setlocale (LC_CTYPE, NULL);
gives.
but our message translation support is otherwise non-existent so you
might prefer to just remove the locale package (menubar translation is
*all* it does currently).
Eh, no. It also initialises the native coding system (as of a few weeks
ago), the coding priority, the tutorial, and so on. This is something Wulf
wants if his file system name encoding is UTF-8, for example.
Do you consider this a bug or a feature? (Well, "feature"
is a little
strong, maybe "hint at better things are possible". :-)

find any pitch, so I used creosote.
