Looks like it is a Windows thang[tm].
There is a report on the ilisp group that there is a problem with
running generic ilisp with xemacs under windows.
In my testing ilisp-1.17.pkg ran fine under solaris 2.6 and 8 and
linux with a whole stack of common lisp compilers (acl{4.3,6.0}
clisp-2001nnnn, cmucl debian and sparc versions).
So I think it is a windows thang,
