that IT requires efs, which is not in the base. Sigh. And, now that I
have efs installed, I still don't seem to have any luck with
get-package. I seem to get no response or get an error that the
package is unavailable with verion nil.
You also need to load package-get-base.el as well to get the data in. This
needs to be streamlined.
