With all due respect to the cc-mode maintainer, I don't think it's a
packaging issue. Large changes were made to the string "syntax
analysis" code in the last development cycle, and these are probably
responsible. We do have people looking at these issues now, but I
don't know when they'll get fixed. The person primarily responsible
for that code is on vacation at the moment.
If you still want to force recompilation of the package, it may be
enough to do byte-recompile-directory. It's risky, though, because
correct compilation in general depends on what macro definitions are
known to the Lisp interpreter, and if necessary macros are not loaded
into the Lisp environment the .elcs will be broken.
To rebuild a package reliably, you need to check out the toplevel
root of the package hierarchy, which contains build utilities, the
cc-mode package, and any packages it depends on.
