Probably there are no rules. Oort is simply behaving in an
implementation-dependent way.

Not soon. We intend to maintain backward compatibility with 21.1, and
it is unclear how this might affect things. XEmacs has a perhaps
separate feature for handling defcustoms that would probably be
affected. So this will take some time to work out, I suspect.

Gnus could stop depending on implementation-specific features.
If you want to autoload forms that will result in variable references,
I think you really have to require the file that contains the variable
definition.
