I tend to disagree.  The functions in that file are basically
developer's aids; they have little to do with the Mule implementation
per se.  An excellent candidate for packagization, IMO.
I don't see why the same argument doesn't apply to all packages that
use APIs that might change.  calc comes to mind as an example of a
library that has been "attacked" many times by unexpected API changes,
but surely you wouldn't advocate moving calc to the core.
