What do you mean by core 21.5, the C part, the lisp part?
Whichever, depends, case-by-case basis :)
I now think that putting things into the fsf-compat library is the
better way, because this way 21.4 users (as myself) can benefit from
it.:)
To summarize the differences between core+forward-compat and fsf-compat:
If something is applied to core XEmacs (beta) and is considered useful
also in older XEmacsen which are frozen and to whose core this won't be
applied to, forward compatibility should be provided by including the
addition in the forward-compat package also.
If something is for GNU Emacs compatibility reasons but will not be
applied to core of any XEmacs version in the foreseeable future,
fsf-compat is the way to go (for all versions).
