The documentation says that $HOME/.xemacs/xemacs-packages is
searched
for libraries, but experimentation ('M-x load-library RET <library>
RET', where <library> only exists in $HOME/.xemacs/xemacs-packages)

The program. The docs should say that package directories under
user-init-directory are only searched in /normal/ use conditions (IOW
when the user has _not_ specified -vanilla -no-autoloads etc).
At first I thought this was kinda bogus, but I think it makes sense. If
the user wants to skip his init files, he'd probably be wanting to skip
his private packages as well. At least I think it is a reasonable
default. Perhaps a couple more command line options
(-vanilla-full-loadpath, -no-autoloads-full-loadpath) could keep
everybody happy? :-)
Also, where ever the info (texi) files mention
'<root>/lib/' or
'$prefix/lib/' that should (at least) be changed to '<root>/share/'
or
'$prefix/share', right?
I can't say with absolute authority here for XEmacs, but it would be a
"no" if you were asking of SXEmacs. SXEmacs emodules go into...
$prefix/lib/sxemacs-$ver/$machine-triplet/modules
I don't think XEmacs has changed the emodule path yet. There's also the
stuff from lib-src, that goes into $prefix/lib too.
