Though the files are different, both include the offender:
(define-key po-mode-map "\M-f" 'po-previous-fuzzy-entry)
So it seems clear to me that you shipped the evil package with 21.1.4,
which is, to the best of my knowlege, the last-stable branch of xemacs
that has been released.
They both claim to be "Revision: 1.1.1.1".

So, I'm guessing there is something wrong with load-path or some
other
installing problem...
So, I'm guessing you didn't actually check what you shipped.
