Doing fork: Bad file number

This is probably a misconfiguration on my part but I search the FAQ and could not find any help. When I try to do almost anything I am getting the error message Doing fork: Bad file number. I have been using Xemacs on Unix for the past 5 years and just recently got around to installing it on my PC. When I try to do a C-x C-d to list the directory I get the error. When I try to update the package list I get the error. Any idea what I am doing wrong. I also copied this message and sent it through netscape since I was getting a different error when I would try to send it through Xemacs.
