A source tarball which I happened to extract from an SRPM - I am
pretty sure that it is pristine, though I am checking now.
If the former,

is the wrong place to put XEmacs. It probably has permissions
expecting that all builds there will take place under the tender
guidance of rpm.
I think the permissions are fine; I already chowned everything in
there to ed.ed before building.
In the future, you should probably build
XEmacs.ORG sources in
/usr/local/src;

No. I have no trouble building XEmacs 21.5.18 on several systems.
OK I will have another go and try to reproduce the problem with no
mention of the word 'rpm'.
