Well, yes, it does look confusing but I think I browsed the web and
found some evidence that it actually is the right license. Where I saw
that is unfortunately forgotten. Maybe Stephen can explain how the
files in the ibm folder can be copyrighted by Unicode, Inc.
Same way all my XEmacs code is copyright FSF.
