If you get
(featurep 'file-coding) -> nil
then you do have no file-coding support.
Seems like a pretty useless configuration.
I need that function in order to use Glynn Clements nifty popfix pkg.
Or is it simply that in the upgrade process the relevant xemacs was
not downloaded?
