new general-docs package?

Reply-To set to xemacs-beta. Reviewers: Does anybody have any object to releasing the devguide, given that it will be marked draft/best-current-practice, rather than "policy"? Mike, if you want a copy now, build from CVS, but be aware that it's superseded. Since you're the MH-E guy, you may wish to also review the MH-E version, which had very heavy influence on the XEmacs DG.
