Maybe. But from what have seen so far from the gutter usages (W3
progress bars) I like that they come above the echo area. The echo
area/minibuffer is really frame element too and it is nice to have
such an important data source/input area at a place that is easy to
locate visually. The top gutter also appears below the menu bar.
