Don't think so.
Have a look at
(locate-library "site-load")
"...\\xemacs-21.5\\lisp\\site-load.el"
It's the mechanism to dump site-specific lisp.
Here's an excerpt:
(defvar site-load-package-file "../site-packages"
  "File name containing the list of extra packages to dump with XEmacs.")
(defvar site-load-packages nil
  "A list of .elc files that should be dumped with XEmacs.
This variable should be set by `site-load-package-file'.")
My site-start.el doess not get used.
It does get used by
make check
and
make check-temacs
