You have to at least have efs and xemacs-base installed, before you
can use the package system. This is recognised as a design flaw.
Maybe XEmacs should bootstrap using existing utilities if they
are available. I've trained VM to use lynx or wget if they're
available. These are powerful utilities and it is definitely in
the UNIX spirit to take advantage of them.
