Yes and no. There is a patch missing from x-faces.el

This is currently not possible.
Short version of the question, why does putting
(set-face-background 'default "white")
(set-face-background 'gui-element "deepskyblue")
in site-start.el produce an XEmacs with a white background (OK), blue
modeline (OK) but gray menus and scrollbars (not OK), whereas
Menus and scrollbars pick up the X-resources. gui-element currently only
affects toolbars, vertical divider and modeline.
xemacs -bg deepskyblue
You should still use this + attributeBackground to get the color scheme you
desire.
