high-level (vc vc-cc vm) set the dump prop to t.

It seems that new versions of package-get-base refer to package names in the
requires property. I think the old ones refered to the provides of the
packages... How *should* it be (how should I build the deps)?
I need this to translate the provides/requires to readable rpm requires
(readable means: the requires list the name of the package, so the user can
find the required stuff easy).
