exactly for these purposes is cvsutils,
http://www.red-bean.com/cvsutils/ , take a look at "cvsdo add" and
"cvsdo diff".
But I think it would be fine too if you submitted the patch for
leim-list.el as a patch and whole new files as files.
i'd recommend this, too; use `patcher' or whatever to compute the
patches and attach any new files.
