Only an explicit
cvs update hack-package-index.el
produced the file.
What's wrong? I haven't played with any sticky options of CVS.
A quick[1] look at 'cvs co -c' indicates that it's because
hack-package-index.el isn't part of the module 'xemacs-packages'.
(When xemacs-packages is defined in CVSROOT/modules it doesn't refer to
the *directory* xemacs-packages.. this can be confusing when the first is
a subset of the second.)
