XEmacs 21.0-pre11 "Finnish Landrace" is released

We're down to a very short list of must-do items before release. The biggest is getting Jitterbug/whatever in place and updating the pointers in the code. I'm hoping to get a chance to take a look at the deadly call-process-region that keeps killing me too. This announcement is in advance of the upload instead of its usual post-upload time so all files may not be in place when you read this. In addition to the changes below, I've made a provisional patch that cleans up the buttons in Customize subject to Hrovje's approval. If there are any further problems with startup on Cygwin, now is the time to complain.
