What should `(int-char 161)' evaluate to in Mule?
The same as now -- ?ยก.
That's not perfect, but it's good enough for me. People who want
other Latin charsets can use make-char. Additionally, the same code
will work with and without Mule, now that non-Mule XEmacs has
make-char.
