One shouldn't always do it. Steve says that because he doesn't have
the time to create a real run-time dependency system, and build-time
dependencies are almost always a superset of the run-time dependencies.
So it's an easy answer to a FAQ.
Occasionally they are a proper superset in all situations; quite often
they are a proper superset for a given user.
