AFIU: The problem is that I create a pcl-cvs package with my
mule-enabled XEmacs and upload it. People running XEmacs without mule
can't use this pcl-cvs package since the compiled files require mule.
Recompiling the files with a mule-disabled XEmacsen solves this. The
patch ensures that the code works with both XEmacsen and the Mule
check is done at run-time - and not at compiletime as it's done now.
