The point is that sgml-catalog-lookup already upcases the doctype:
(if (eq type 'doctype)
(setq name (upcase name)))
Ahem, no, it doesn't [1]. That would have been the effect of your
proposed patch, which wasn't applied. You might still be using the
patched version locally...
