The patch that changed this went through normal channels. It was
changed under the assumption that giflib was not legal to
redistribute. There's not a whole lot of point in supporting an
illegal library.

Yes, it was.
The latest word I got from Jareth is that giflib may be subject to the
grandfather clause and hence usable without royalties.
