There are a few bugs that bite me but that's all.

Nothing. I've been using 21.5 daily for quite some time and it works
well for me.

In what ever order that you might find possible:
- Fix the bugs that bite most and get 21.5 out as stable.
- Go GPLv3.
- Sync with Emacs.
- Adopt a development style with frequent releases.
- Support mule only.
- Polish the installers and package system.
- Daily build for different architectures and options.

What track is there to be back on? I think this opens up some deeper
philosophical questions. Lets get back to those or is that maybe what
we really should be focusing on before committing to the small things?
Like seeing whether there is some common goal, what part XEmacs is to
play etc?
