I moved them to share and it worked. The instructions are incorrect on the web page.
Probably a lot of the questions on this topic could be fixed if someone simply fixed that.

Are you sure? I followed the instructions on
http://www.xemacs.org/Documentation/packageGuide.html, which say to put it into
lib/xemacs.
