Mule fixes in 21.5

When I compile 21.5 (latest cvs) native win32 under XP, I get a crash in the update-elc target : Generating autoloads for mule/mule-ccl.el... No autoloads found in mule/mule-charset.el No autoloads found in mule/mule-cmds.el No autoloads found in mule/mule-coding.el No autoloads found in mule/mule-composite-stub.el Generating autoloads for mule/mule-composite.el...NMAKE : fatal error U1077: '". .\lib-src\dynamic\i"': return code '0xc0000094' without any further message.
