I agree with you, if we could implement :help as a keyword doing nothing now,
we could always add code to implement tooltips at some later time if we want
to. I for one would like to have tool tips implemented and working now too, but
am not sure how much effort that would take.
Supporting tooltips might integrate XEmacs closer to those windowing systems
that use tooltips now (and that run XEmacs), making XEmacs more similar to
the look/feel that users of those windowing systems get with other applications.
