Not all face properties are used when talking to toolkit widgets (I'm
not even sure we could have all of them work with every toolkit,
notably "foreign" ones like Motif of Gtk). That's why you don't see
the effect you want in the menubars of toolbars. The corresponding
faces, however, are handled like any other faces in XEmacs and hence
you do see the effect in the custom buffers.
