Yeah, I did that... It's just a PIA. :) I'm just not sure why it was saying
it couldn't find the tar file when it was really there... WEIRD... Oh well..

As an alternative you can download and install them manually. You can
find them at:
<ftp://ftp.xemacs.org/pub/xemacs/beta/experimental/packages/>
Then just unpack them into your package directories:
<emacs-roots>/lib/xemacs/xemacs-packages/
