Not easily, and probably not at all with rsync (which we don't use on
Tux) and FTP. Some of our "mirrors" don't even stay up to date, too;
we'd need to spend a bit of effort on quality control.

Pre-releases aren't a bandwidth problem. Many people who would have
used prereleases in the past just build from the CVS trunk instead.
On the other hand, if they end up hanging around on poorly-maintained
mirrors they can cause a problem.
I don't know how much bandwidth XEmacs uses at Tux, but the killer is
the damn Linux distro ISO images. When it comes to bandwidth,
Windows, Red Hat, SuSE and Mandrake all just suck hard. :-)
