Many people who would have used prereleases in the past just build from the CVS trunk instead. On the other hand, if they end up hanging around on poorly-maintained mirrors they can cause a problem. I don't know how much bandwidth XEmacs uses at Tux, but the killer is the damn Linux distro ISO images.
