I'm not sure if I get you right here. Are you saying that we should
keep the text verbatim, as it stands, or that fill-paragraph-or-region
should be applied on it? In the later case the text will break
differently depending on the type of file and setting of fill-column?
I'm saying the text should be kept verbatim with exactly the same line
breaks, only the comment markers should be added (eg, inserted at the
front of each line for Lisp, but some C comment styles make a box,
etc).
