Apparently you need the cedet package. I don't know if that's all.

I'm trying to load packages now but it is not working.
tools->packages->list and install
claims to get listing of packages from ftp.xemacs.org
cpu sits at 60%
nothing happens here
is this a windows ftp problem?
I'll be back around 7 ish est if im/irc is a help channel possibility.
