Sure. Maybe Norbert could suggest which one is the most appropriate. I

Gnus, of course. Isn't everything cool in Gnus? Er, on second
thought, xemacs-base.
Rationale: It should be where pretty much every package can depend on
it without requiring Gnus. ;-)
