The advice is in README.packages (includes a minimal recommended set).
dired is in the dired package!
Could one discuss maybe the politics of what a minimal
xemacs must include? IMHO auctex, reftex etc not but dired yes.
One can. However it would be more productive to make a special
xemacs-<version>-all release that includes everything as in previous
releases. Something like that is likely to happen before 21.2 comes
out. Would that satisfy your needs?
