You need several -dev packages, because those are what provide the
header files. And the autoconfiguration software needs the header files
to help it detect what libraries are available.
Here are the lib*-dev packages that I have installed on my Ubuntu 11.10
system. You probably don't need them all, but I think you'll want at
least libxt-dev, libx11-dev, and libxaw7-dev.
