package site information more dynamically updateable (was: [21.5R21.4] Sync packages mirrors list with website)

On a related note, it would be nice to have the list of package download
sites used by pui somehow more dynamically updateable than what it
currently is. Maybe move it to xemacs-base?
Hi Ville!
XEmacs' package system is not functional without xemacs-base, dired,
efs.
So, unless we switch to a http package installation system, these are
all destined to go into XEmacs core.
I'm jumping to conclusions a bit, but I guess you see my point.
Alternatively, we could just publish
(defcustom package-get-download-sites
and
(defcustom package-get-pre-release-download-sites
somewhere.
Putting them into the package-index could be a bit scary, I guess.
What are others thoughts?
