Well, tux is taking its good ol' time about sucking up the tarballs. But you can check out with the r21-5-latest-beta or r21-5-5 tags, or (after an hour or so) get the tarball(s) out of ftp://ftp.xemacs.org/pub/xemacs/beta/xemacs-21.5/tmp Official announcement tomorrow, my time. Note that in the not too distant future Ben will be merging his mule workspace into the main line.
