That was CYGWIN = "nontsec tty", actually. However, I discovered that
after a reboot, this symptom has gone away.

I just updated my Cygwin and XEmacs. For some reason, in my shell
buffers, if
I type a command a press Return, no output comes out, until I move the
mouse.
I tried going to a directory with a handful of files, entering "ls"
and
waiting
a few seconds, with no output, and then nudging the mouse, which
produced the
listing.
My CYGWIN variable = "nontset tty"
